Typically, when the outside edges of a tire are showing wear its because the tires are under-inflated. The solution is to inflate the tires to the maximum pressure listed on the sidewall.
Now if the outside of tires have what looks like gouges are taken out of the rubber most likely it is broken suspension components or its a bent axle or spindle.
Unlike passenger vehicle tires, you always want to have trailer tires inflated to the maximum tire pressure for the best performance and wear.

The Loadstar trailer tires are made in both China and Taiwan.
You will want to check the inside of the tire and if there is wear also on the inside it will be from low tire pressure. Always make sure to inflate trailer tires to the maximum psi rating listed on the tire for maximum load carrying capacity and longer life.
If the wear is just on the outside then the tire is riding at a slight angle with the bottom pointed more in toward the trailer than the top.

On the Steel Trailer Wheel # AM20006, I assume the 3 dimples you are referring to are the 3 places the wheel steps down in size. The outside largest diameter point is where the wheel is outside of the tire for a little protection of the sealing bead. The second step is where the tire bead rests and seals against the wheel to allow the air to stay pressurized without having an inner tube.
